These watercolours appear to have been executed by a Lieutenant-Colonel of French Marines, by the name of Cullard, who made several voyages to French colonial Africa in the 1870s and 1880s in service. He brought back written and visual accounts of his travels to Madagascar as well as Réunion and Senegal.
